The cooperation between the authorized body for public civil service in the Republic of Uzbekistan and higher education institutions is aimed at personnel training, professional development, and effective improvement of the public administration system. This article analyzes the forms of collaboration with universities, curricula and practices, as well as mechanisms for ensuring professional standards in civil service.

The article describes the concept of the goal and objectives of the self-development / self-improvement system of leading personnel. The need to develop standards and models of selfdevelopment competencies has been scientifically substantiated. Foreign experience was studied in this area, as well as proposals and recommendations for the creation of special e-courses for the selfdevelopment of management personnel.

The article examines: the concept of “gender equality” as an integral part of sustainable development and human rights; gender sensitivity in the context of the modern scientific paradigm and in the competence system of the XXI century; issues of gender equality and the empowerment of women in the context of the convergence of civilizations. It also analyzed the problems of developing the competence of gender sensitivity of managers and specialists of the civil service, made proposals for improving the industry.
